    A man who fatally shot his brother before committing suicide last September had a blood-alcohol level more than four times that at which Kansas law considers a person to be intoxicated. Toxicological testing found a blood alcohol level of 0.34 percent in Shawn Jacobs, 29, of Wakarusa, according to the report from an autopsy conducted by Shawnee County District Coroner Dr. Charles Glenn.
