The surprise development, according to multiple parties directly involved with the talks, not only would allow the resort to move forward on a number of planned projects but would also do so in a way that avoids saddling the taxpayers with more debt -- a distinction that, if true, would be in contrast to Sussex County's 2015 solar settlement that piled millions of dollars in debt onto what the county already owed on the initiative in order to get the projects restarted.
