    A multiple-convicted felon who allegedly rifled through cars in north Champaign early Tuesday has been charged with two counts of burglary. Because of his criminal record, Joseph L. Hill, 49, who listed an address in the 2400 block of Prairie Green, Urbana, was charged Tuesday as a Class X felon in Champaign County Circuit Court.
