Neally-Heidrick, 37, of Ulster, Pa., was driving a Chevrolet Astro Van in Elkland, Pa., when police noticed the vehicle matched the description of one reported to the Steuben County Sheriff's Office as being used without consent of its owner, deputies said. Elkland Police followed the vehicle north on County Route 101, alerted Steuben County 911 the car was heading toward the state line and pulled over the van.
