    At the suggestion of city staff, the Ukiah City Council recently relaxed its proposed restrictions on cannabis-related businesses even more. At its last meeting Dec. 20, Assistant City Attorney Darcy Vaughn pointed out that the zoning restrictions the City Council agreed upon at its previous meeting would have “effectively banned them from the city,” a move that she and other staff members assumed was not the board's intent.

    After a three-hour discussion at the board's Dec. 6 meeting that included plenty of public comment, the City Council delayed a vote on the increases that residents described as both unfair to those who produce the least amount of garbage and as encouraging others to recycle less by no longer offering cheaper rates for smaller garbage can sizes. “Eliminating the smallest cans encourages wasteful behavior,” said resident Deborah Edelman, who said she served as a recycling consultant in the Bay Area and saw firsthand that people recycled less when they were given larger garbage cans.
