    The Jacks or Better casino boat, which has been docked near the Lazeretto Creek bridge since August, will not be setting sail for business until at least next year after the Tybee Island Planning Commission voted to continue the boat's site plan petition during its meeting Monday night. The motion, which was made by David McNaughton and supported unanimously, tabled the plan until either the January or February commission meeting after the members expressed concern that the plan didn't address major, relevant issues including sewage, traffic and adequate parking.
