    The citizen group charged with reviewing ethics complaints for the city of Tybee Island has determined there is enough evidence to continue an investigation into some recent actions of the city's mayor pro tem and clerk of council revolving around the controversial plastic bag ban on the island. On Wednesday, the Tybee Ethics Commission considered a complaint from three city residents, who suggested that Councilwoman Wanda Doyle could have violated the city charter and ethics ordinance in May when she asked city staff to distribute an email to island business owners.
