    Arcata City Council members will review a million-dollar contract to build a hiking trail through the Humboldt Bay again at their next meeting after deciding Wednesday to postpone awarding the job to the lowest bidder. The Humboldt Bay Trail North Project, a 3-mile-long trail valued at $4.6 by McCullough Construction Inc., an Arcata-based construction firm, will not be awarded to the construction company until after the council can review bid proposals again.
