    Alaska State Troopers arrested Stephen Flitter, 71, of Seward, Sunday evening after a report came in that he had fired shots at two of his neighbors who were working in a conex box nearby around mile 7 of the Seward Highway, according to an online trooper dispatch. Investigation revealed Flitter fired a shotgun loaded with slugs towards the conex while he was intoxicated from just outside his residence," the dispatch states.
