    A weakening Hurricane Matthew lashed Georgia and the Carolinas on Saturday in what appeared to be the last leg of its march up the East Coast, leaving in its wake millions of Americans relieved that one of the most fearsome storms on record in the U.S. wasn't that bad after all. The hurricane was blamed for at least 10 deaths in the U.S., including that of a 68-year-old Georgia man who died when two trees fell on his home.

    The National Hurricane Center had its hands full on Wednesday morning , with minimal Tropical Storm Julia dumping as much as 6 inches of rain on the Georgia and South Carolina coastline, Tropical Storm Ian continuing a mostly harmless trek northeast across the north central Atlantic Ocean, and newly-formed Tropical Depression 12 over the western Cabo Verde islands near Africa. And forecasters warn another tropical wave with a good chance of forming a depression will move off the west coast of Africa over the weekend.

Early this week, Interior Department officials from the Bureau of Ocean Energy Management expect to release an update of its draft proposal to lease federal waters to oil and gas companies off the coasts of Virginia, North Carolina, South Carolina and Georgia.
