Train 89 was heading from New York to Savannah, Georgia, when it hit a backhoe that was on the track in Chester, about 15 miles outside of Philadelphia, officials said.

Police say Williams was sitting in the front passenger seat in a Hyundai Accent driving eastbound by Antiqua Walker, 31, of Lithonia, Georgia, when they pulled over in the left turn lane to take a look at the cause of a check-engine notification. At that time, Jacoby Minor, 35, of Savannah also was driving east on DeRenne Avenue in a Chevrolet Camero, when he struck Williams with the vehicle.
