    LAS CRUCES >> Gov. Susana Martinez announced Wednesday that she and legislative leaders have reached an agreement on a capital outlay bill and two other pieces of legislation, and will hold a special session in the coming days to get them passed. The capital outlay bill, which would have funded some $264 million worth of infrastructure projects throughout the state, died in the closing minutes of the session when the House, controlled this year by Republicans for the first time in more than six decades, and the Senate, which is still in the hands of Democrats, were unable to reach an agreement.
