    In effect since April 2017, Walton County's customary use ordinance affirms a right by the public to use of certain dry sand portions of privately-owned beachfront property for traditional recreational activities. The ordinance is set to be negated on On June 14, Walter E. Blessey, owner of a Santa Rosa Beach home, filed a legal complaint in U.S. District Court for the Northern District in Pensacola, contending that Walton County's assertion of customary use of the beach violates his rights, including those under the Fifth Amendment, which protects the right to due process under the law, and the Fourteenth Amendment, which, in addition, protects life, liberty, and property and guards against encroachment on citizens' fundamental rights.
