    SANDWICH - Heritage Museums & Gardens spent $20,000 on legal fees and paid the expenses of architects to stay and eat at the Dan'l Webster Inn out of the $1 million earmark it received from the state. Heritage was given the money in the spring of 2014 through the Massachusetts Office of Travel and Tourism.
