    The grassroots movement to strip mid-century redevelopment czar Justin Herman's name from the plaza at the foot of Market Street gained traction on Tuesday when Supervisor Aaron Peskin introduced a resolution urging the Recreation and Park Commission to temporarily rename the space Embarcadero Plaza while city policy makers come up with a new moniker. Herman, who died of a heart attack in 1971, was a driving force behind the redevelopment that displaced 10,000 people - mainly African Americans and Japanese Americans - from 60 city blocks in the Western Addition in the 1960s.

The commission's unanimous vote in favor of a moratorium was made after a hearing on legislation introduced by Supervisor Ahsha Safai on May 2. The legislation would cap the number of dispensaries allowed in District 11, which includes the Excelsior District and Outer Mission neighborhoods, at three.
