    Dec. 19--RICHMOND -- Officials from the city and BART cut the ribbon on a new pedestrian- and bicycle-friendly entrance to the Richmond BART station Monday in a ceremony that also proclaimed the imminent blossoming of downtown as a regional showcase of transit-oriented development. The new entryway on the east side of the station at Nevin Avenue, also known as Richmond Transit Village -- Phase II, features a new elevator, a wide ramp for wheelchairs and bicycles, new stairs, and a roundabout with a "kiss-and-drop" zone for people getting rides to BART in cars, on land that previously was used primarily for parking.
