    April 15--San Diego's efforts to encourage bicycling to boost health and fight climate change may soon include appointing a bicycle czar, requiring cycling education for all local fourth-graders and creating a new version of "traffic school" for bicycle-related incidents. An aggressive 32-point proposal from the city's Bicycle Advisory Committee would also increase bicycle parking, boost police enforcement of laws protecting cyclists and encourage businesses to provide financial incentives to employees who cycle to work.
