    Neighbors of a new dog park at San Carlos City Hall have prompted potential new restrictions after they launched a series of complaints, mostly related to noise. In response, Parks and Recreation Director Christine Boland has proposed to limit the hours of operation at the park from 7 a.m. to 8 p.m. from Nov. 1 through March 31 and 7 a.m. to 9 p.m. from April 1 through Oct. 31. Based on the complaints, Boland moved to limit the hours for public safety reasons due to a lack of security in the early mornings and evenings, lack of adequate lighting and the noise complaints, according to a staff report she wrote for the council to consider.
