Jay Allen Franklin, 47, 29663 Buck Road B, Salem, was charged with receiving stolen property, a fourth-degree felony, as well as failure to reinstate and failure to display a license plate after an officer observed him riding a dirt bike on state Route 534 near Front Street at 5:15 p.m. Tuesday without any registration plates displayed.
