Robbins, owner of North Harbor Dairy, along with James Czub, a Rensselaer County grain farmer, filed action Monday in U.S. District Court, Syracuse, against the Canandaigua-based association, asking that a judge immediately suspend all of the association's actions until a new board is properly elected.

Clement, 53, of 320 Dodge Ave., was charged by Jefferson County sheriff's deputies with operating a vehicle while impaired by drugs, failure to keep right and moving from lane unsafely at 1:27 p.m. Tuesday on County Route 75 in the town of Hounsfield. Deputies said at 9:50 a.m. the suspect was headed eastbound on the road when she swerved into the oncoming traffic lane and drove into a ditch off the right shoulder, striking a culvert.
