    A Russell man was charged with driving while intoxicated after he and a passenger walked away from a personal-injury accident Friday night, according to state police. Jesse C. Davis, 25, was charged with first-offense DWI, speeding, operating a motor vehicle without an inspection certificate and failure to notify the DMV of an address change.
