    Bay Village City Council on Monday night reviewed legislation that would increase the salaries of city employees not covered by union contracts, along with a measure that would raise sewer rates by $25 a year. The planned salary increases of 2 percent mirror what union members received, said Councilman Dwight Clark, who chairs the finance committee.
