    The Effingham County Sheriff's Office and the Rincon Police Department opened the investigation in the summer of 2015, when investigators with both agencies began receiving information from several sources, stating knowledge of the distribution and manufacturing of synthetic cannabinoids, also known as Spice, which contained Flakka compounds. Investigators were able to identify key persons of interest in the sales of the product, and began using undercover drug officers to make purchases from several individuals within the city limits of Rincon and Effingham County.
