Feehley, retired coordinator of the office of psychological services for Baltimore County public schools who was known for his caring and supportive nature for students, families and staff, died Tuesday from Parkinson's disease at his Riderwood home. He was 85. "Neil was probably the most compassionate person I've ever known," said Dr. Robert Y. Dubel, who headed the school system as superintendent for 16 years before retiring in 1992.
