    Both the victim and the suspect in a cell slaying at Kern Valley State Prison are from San Bernardino County, authorities said Monday. A correctional officer making a security check at 9 p.m. Sunday found Eric Moreno, 30, an inmate since May 2015 at the prison in Delano, unresponsive in his cell, a news release said.
