    Ken Gilbert, a resident on Hogsback Road just east of Red Bluff, mopped up his garage and den Thursday after a storm Wednesday evening caused flooding along Highway 99 from Red Bluff to Los Molinos. As residents around the state cleaned up Thursday from the just-passed storm, the federal agency that monitors drought reported more than 99 percent of California remains in moderate or worse drought.
