    Wesley Scott Duggins, 31, of Red Bluff, was arrested Aug. 21 at the 1600 block of Alvord Place and charged with possession of obscene matter depicting a minor and sending or selling that material, according to police logs. According to a press response from Sergeant Bill Williams, officers served a search warrant at the residence and arrested Duggins.
