A Memorial Mass of Christian Burial will be held at noon Friday, Nov. 17, 2017, at St. James the Greater Catholic Church, with Father John Ledford and Deacon Dave Galvin officiating.

    James Tolbert Sr. is being remembered for a long life spent working to improve civic life and opportunities for African-Americans here, including in the early 1960s when he pushed for Jefferson County Schools to begin abiding by the U.S. Supreme Court's landmark 1954 desegregation ruling. Quiet by nature, Tolbert was a powerhouse in the civic life of Charles Town and in Jefferson County's African-American community up until his death late last week at age 85 - including speaking out in September when the Jefferson County Commission voted against Linda Ballard's request to relocate a Confederate plaque from the entrance of the historic Jefferson County Courthouse.
