    More than 1,600 customers in Hampton Roads were still without power shortly before 4 p.m. today, out of about 45,000 affected since Saturday when high winds began sweeping through the region, according to a Dominion Virginia Power spokeswoman. Dominion spokeswoman Bonita Harris said the largest number of outages are in Portsmouth, Virginia Beach, Newport News and York and James City counties.
