Today Cowan, 61, is one of 1,003 retired teachers statewide who cannot substitute teach even a day without losing their pension for the month because of a hotly contested 2007 law repealing special pension increases called gain-sharing. More teachers retired under a plan like Cowan's in the past two years than in the previous five years combined, according to data from the Washington Department of Retirement Systems.
