    PLACENTIA The city is recovering much of the $5.16 million authorities allege a former finance services manager embezzled through illegal wire transfers. A judge ruled Friday $2.6 million of the stolen money that had been seized could be released and returned to the city, Orange County Deputy District Attorney Marc Labreche said.
