    A massive power outage knocked out electricity for much of the City of Warren and extended as far east as Pittsfield and as far north as Russell late Tuesday afternoon. According to Penelec External Affairs Manager Linda Routzahn, a high voltage transmission line that feeds substations in Warren "was lost" at about 4:15 p.m. A maximum of 8,678 customers were affected in the outage, that lasted approximately 20 minutes in downtown Warren.
