    City Council members will confer with legal counsel Tuesday about a lawsuit in federal court by a Contra Costa County resident seeking $900,000 and contending he was shot with a stun gun when using his cellphone to video record police activity on a street in Vacaville. Mathew Spurling of Pittsburg was injured and in extreme pain when the 50,000 volts of electricity were delivered into his body at 12:11 a.m. Nov. 30, 2014, according to the suit filed last year.
