The ruling, issued Tuesday, upholds the contention by John D. Sweeney of Pittsburg, owner of Point Buckler Island and its duck club three miles north of the old Port Chicago townsite, that Sweeney was wrongly fined in 2016 by both the San Francisco Regional Water Quality Control Board and by the San Francisco Bay Conservation Development Commission .
