The commissioners were required to hold a public hearing before granting final approval to two separate bond orders -- $103 million for the public schools to finance three elementary schools in Aberdeen, Southern Pines and Pinehurst, and $20 million for Sandhills Community College for a nursing education facility -- and to put the questions on the ballot for the May 8 primary elections.
