    City residents will see the county portion of their property tax bills increase next year following a recent decision by St. Lawrence County lawmakers to remove assessed property value from the formula used to calculate workers' compensation premiums for municipalities. The county Legislature's decision to base rates solely on experience means the city of Ogdensburg will see its workers' compensation cost paid to the county increase by approximately $200,000.

    The grand jury charged Alonzo J. Ellison , 30, last known address 114 Oak St., with second-degree unlawful manufacture of methamphetamine and Craig A. Stull , 38, 809 South Water St., also formerly of 114 Oak St., with felony third-degree unlawful manufacture of methamphetamine. The indictment charges that on June 1 in the city of Ogdensburg, Mr. Ellison and Mr. Stull each possessed laboratory equipment consisting of plastic tubing, coffee filters, rubber gloves, aluminum foil, plastic bottles, measuring glass and plastic bottle, as well as chemical reagents consisting of Drano crystals and muriatic acid and acetone, with intent to use these items to produce methamphetamine.
