    Phillipsburg Town Council sent a message to absentee landlords Thursday, voting down a requested sewer bill credit for a property on Heckman Street. A leaking toilet at the vacant building went unchecked, raising the owner's sewer bill from the $15 minimum fee to $340.

    Since the council's inception, the county saw development and business improvements such as the Ingersoll-Rand property in Phillipsburg and the recently opened Coordinated Health facility in Lopatcong Township, Freeholder Jason Sarnoski said Wednesday at the freeholders meeting. Sarnoski said it was time the council put together bylaws, term limits and guidelines to better administer economic development.

Warren County prosecutors want to direct jurors to consider 26-year-old Andrew Torres could still be found guilty of felony murder regardless of whether he pulled the trigger in the robbery that killed Kismathdas Kasam.
