    Tuesday's lake-effect snow storm kicked Jefferson County's highway department into high gear, an operation complicated by low visibility caused by the high winds whipping the region. “Snow removal is never a problem,” said Jefferson County Highway Superintendent James L. Lawrence Jr. “It's the wind that creates the difficult visibility and the hazardous road with the drifts.” On Arsenal Street in Watertown, the low visibility and slippery conditions slowed traffic down significantly, while other portions of the county suffered under the gridlock brought by disabled vehicles.
