Horse owner Penny Gingerich, 42, of Penrose, received a summons indicating she is under investigation for 64 counts of cruelty to animals after 63 of her horses were seized from her Penrose ranch and a sale barn by Fremont County sheriff and other animal welfare authorities Jan. 20. Gingerich's attorney, James Cook of Colorado Springs, argued at a Feb. 8 hearing that he did not believe authorities had probable cause to take all of the horses.
