If for some miracle the EIR survives legal challenge, and the city of Seaside's legislative actions survive a public vote, and the Fort Ord Reuse Authority finds a way to certify the project as being consistent with the Base Reuse Plan, and the city and the county are able to negotiate a revenue-sharing agreement, and the Local Agency Formation Commission approves the city's annexation application, and the Marina Coast Water District comes up with a magical solution to find water that doesn't currently exist - if all of these virtually impossible government actions somehow come to pass within the next 10 years - it's an almost sure bet that the investors will pull out and the developer's finances fall apart, because horse racing is a failing industry and the developer has no experience building anything remotely comparable.
