Estes was traveling south on Paskenta Road, south of Gyle Road, in a 2002 Chevrolet Impala about 6 p.m. Friday when she lost control of her vehicle after drifting into the northbound lane, according to the California Highway Patrol.

The lawsuit, filed Tuesday in U.S. District Court for the Eastern District of California, includes claims under the federal Racketeer Influenced and Corrupt Organization Act and alleges that the former officials were paid more than $20 million “in unauthorized and outrageously excessive retirement and non-retirement compensation,” among other accusations.
