When it is not swarmed by busloads of schoolchildren on spring break or families wearing matching T-shirts looking for the cherry blossoms three weeks early. It is a peaceful and inspiring place where I go to reflect.

"We knew when we built this line that it ultimately would be upgraded to 230 kilovolts, but we anticipated the growth that would drive that upgrade would happen much later," said David Hudson, president of Southwestern Public Service Company, an Xcel Energy company, in a written statement.
