    A newborn, who is less than three-days-old, born inside a residence on Lamplite Circle was found by police as they conducted a welfare check. The press release from Daviess County Sheriff's Office states, deputies were notified that Alicia Payne, 38-years-old, of Owensboro, was keeping a newborn inside the home and would not take the baby to a hospital to be medical checked.
