    An Ottumwa man was arrested Thursday after leading authorities on a high-speed chase that began in Jefferson County and ended in the City of Ottumwa. According to a news release from the Jefferson County Attorney's office, Ryan Lawrence Gillen, 22, of Ottumwa, was charged in Jefferson County with aggravated eluding, driving while barred, driving while revoked, reckless driving, speeding x3, and no registration.
