    Surveyors testing snow in the Sierra Nevada on Wednesday delivered welcomed news: The snowpack is well above average for this time of year, a reversal of fortune after one of the California's worst droughts in a century of record-keeping. In an anxiously watched rite of winter, Department of Water Resources surveyor Frank Gehrke weighed a tube of snow and found it held 16.3 inches of water, about 136 percent of the historical annual average for the site.
