    On Wednesday, the Santa Barbara County Planning Commission approved an unprecedented housing project for as many as 600 guest farmworkers in the Santa Maria Valley. Submitted last year by Bonipak Produce Inc. , the project proposal consists of 30 "bunkers" - each 1,400-square-foot lodge would accommodate 20 laborers - and three buildings that would function as common dining and laundry areas.

That exceptionally high profile spill - voluminous globs of oil befouling the picture-postcard beauty of the Gaviota coast - promises to evolve a multimillion-dollar cottage industry for entrepreneurial litigators, but in the meantime Plains has just written its first claims check to the County of Santa Barbara for $386,500.81.

    A regular outcome of a long, hot summer and the leisurely currents lazing through the State Water Project canals is funny-tasting water, a situation coming out of the taps in Solvang, Vandenberg Air Force Base, Orcutt, and Santa Maria of late. The increase in blue-green algae and resulting musty taste and odor pose no danger to health, assured Matt van der Linden, director of Solvang's Public Works, and is actually not as bad as it was last year when the algae bloomed in July and August.
