    In a blow to abortion-rights activists, the S.C. Senate has passed a restrictive anti-abortion bill that would in most cases prevent women from terminating a pregnancy after 20 weeks. The "South Carolina Pain-Capable Unborn Child Protection Act,' passed March 8 in a 36-9 vote, would only provide exceptions in cases where the life of the mother was at stake, or if a doctor determines the fetus could not survive outside the womb from such things as severe fetal anomalies typically detected around 19-20 weeks.

The declaration makes people in the county eligible to apply to FEMA for federal assistance to cover losses that might not otherwise be covered by their insurance.
