Eric Lintelmann, 48, of 17 Ayers Point Road, Old Saybrook, was charged Aug. 10 on a warrant with first-degree reckless endangerment in connection with the incident.

The state has given these beach communities the same power and authority as a municipality when dealing with pollution issues; in essence they are a quasi-municipality within the boundaries of the town.
