    Putnam County Commissioner Larry Harvey is stepping down as president of nonprofit Save Rodman Reservoir in a preemptive move to avoid a potential ethics complaint. Harvey's final day as president will be March 31. He intends to remain on the County Commission, which has denounced a Jacksonville-based coalition's memorandum of understanding and plan to seek removal of Rodman dam and drain its reservoir to restore the Ocklawaha River.
