    Former councilman Dan Helix abruptly resigned last week from the committee advising the city on plans for the first phase of development of the Concord Naval Weapons Station. Helix, who also served on the first community advisory committee in 2010 when Concord developed the reuse plan, believes city staffers did not sufficiently prepare committee members to provide meaningful guidance on a complex project that will transform the former military base into a massive development with homes, shops, offices, parks and hotels.
